Policies and Procedures for Lake County Public Buildings and Grounds
Information for the Public
The purpose of these policies and procedures is to ensure consistency with the rules and regulations stated in the ordinance governing Lake County Public Buildings and Grounds.
Activities, Events and Occasional Uses in Public Spaces
Covers properties under the jurisdiction of the County Board, including:
• Main lobby of the Lake County administration complex and tower
(includes space north of half wall that displays board members’ pictures
located southeast of information desk)
• County Café
• Lincoln Plaza- This is the designated public area for cultural, educational, and civic activities.
• Division of Transportation (lobby and large meeting/conference rooms)
• Central Permit Facility (lobby and large meeting/conference rooms)
• County Board Room and other conference rooms on the 10th floor of the Lake County tower
(Excludes: Winchester House; Health Department; 19th Judicial; Inside the offices of departments and elected officials).
Acknowledged Users:
• Lake County government agencies/department, and elected officials
• Lake County partner agencies that Lake County allocates funds, or where a legitimate partnership or logical nexus to Lake County government exists.
• Cultural, educational, and civic groups (limited to designated locations, as described below).
Acceptable Uses:
• County department sponsored meetings/activities that promote county services/programs, and charitable activities where there is legitimate partnership, natural affinity, or logical nexus to Lake County government and the charitable organization or activity.
• Meetings, assemblies, rallies of community and/or civic groups to be conducted in Lincoln Plaza.
• Cultural, educational, and civic activities in designated locations.
Lincoln Plaza
Per the ordinance, the building manager shall designate locations within the county buildings as designated public areas where cultural, educational, and civic activities may be permitted. Lincoln Plaza is the designated public area for these uses.
A permit must be granted by the building manager, prior to use. Permit request forms are available in the Lake County Facilities department, located in the basement of the County Building. Lake County will review the request to ensure consistency with the ordinance, and ensure the activity does not obstruct the flow of traffic; does not disrupt official county business, including noise and other disruptions; or, disrupt public access to the county's agencies, departments, and services.
Any applicant failing to comply with the policy or the ordinance, including but not limited to disrupting government or court business can be subject to immediate cancelation of its permit by the building manager, as provided in the ordinance.
Requests for Activities, Events and Occasional Uses in Buildings and Grounds
Submit
request form (for use of space) 5- 10 business days prior to proposed event to Facilities Department, 18 North County St., Rm. #105 (lower level), Waukegan, IL 60085, or via fax at (847) 662-7370, or

The designated department/division will respond to the applicant within 5 business days of receipt of application
You do not need to submit a formal permit request for use of large meeting rooms. To reserve this space, please contact:
10th Floor: County Board Office at 847-377-2300.
Central Permit Facility: Stormwater Management Commission at 847-377-7700.
Division of Transportation: Division of Transportation at 847-377-7400.
Note: This policy does not apply to small conference rooms/meeting spaces, only those large meeting rooms referenced above that are considered “shared spaces.”
Posting/Distribution of Material
Posting or affixing of materials on bulletin boards or elsewhere on county-controlled property must be approved by Communications, and meet the requirements outlined in this policy:
Covers public display areas under the jurisdiction of the County Board, including:
• Large displays in main lobby
• Posting of materials/signs on easels, tables in main lobby and cafeteria
• Bulletin boards in main lobby, and on each floor of administrative tower
Acknowledged Users:
• Lake County government agencies/department, and elected officials
• Lake County partner agencies that Lake County allocates funds, or where a legitimate partnership or logical nexus to Lake County government exists.
• For bulletin boards only - Not-for-profit charitable, civic, community, fraternal, religious, and veterans groups that submit proof of its tax-exempt status.
Acceptable Uses:
Bulletin boards and materials/signs on easels, tables in main lobby and cafeteria
• Promotion of fundraising activities, cultural, civic, educational or special events by acknowledged users.
• Commercial solicitations are prohibited.
Large Display in main lobby
• Promotion of Lake County services and programs only
Request and Review Process
Materials not approved by Communications will be promptly removed.
Management reserves the right to determine length of time for posting of materials, size of materials, and appropriate content.
