Question: What is the best means of applying for multiple projects under this application cycle?
Answer: The applicant has the ability to still utilize the master application form and submit one total application, that is unless the application is on behalf of two different entities, or two or more different partners. If it is more difficult to combine two or more potential projects into the application, the applicant may use the master application document and complete the standard Sections 1-3, and then submit a different Section 5 and Section 6 for each project, along with a separate housing production application (Excel worksheet) for each project. This eliminates a lot of the duplication of standard information that would otherwise amount to two or more application submittals. The additional submittals should be identified by the project name. This is especially helpful for folks considering two different approaches to scattered site, two totally different geographical areas, different baseline unit sizes, or group homes. CD Division staff is always available to review your application submittal and answer any questions should you be considering more than one development project and are unsure of how to combine work scope and budgets, or make your submittal and believe this approach may be more beneficial.
If considering this approach for programs, the same methodology may apply.
Question: If I am applying for AHP funds only per the foreclosure prevention program, do I need to still complete Section 4 of the master application?
Answer: Technically, for AHP only projects, Section 8 is the only Section that needs to be completed. However, as staff has continued to work with this new application document and the combining of HOME and AHP funds, the Division will be requesting information required in Section 4 that was omitted in Section 8 specific to staff resumes and prior grant balances for the program. You will not be penalized for no including this in the application document, but should be aware it is information that may be requested of the applicant per the County’s disclaimer in the master application reserving the right to request additional information for evaluation.
Question: Do I need to include my entire program budget or just show what I am using HOME/LCAHP funds for?
Answer: Yes, you are required to include the entire budget. The budget presented will indicate the use of the HOME/LCAHP funds relative to other budget line items and the overall program costs. If the specific program is part of a larger overall program, you only need to submit the program specific budget information unless there are cost-allocations for overhead and salaries that would be impacted by the overall budget. Please request consultation of CD Division staff if necessary.
Question: How do the HOME rents apply to group home applications?
Answer: The HOME rents actually DO NOT apply to group homes, rather, the group home rents are based on the “fair share” principal of the fair market rent (FMR). Per the HOME rule, group homes have very specific rent calculations for compliance, and each actual home is treated as 1 unit. Please complete the template using the FMR for rent potential, and do not complete sections for High and Low HOME requirements. The CD Division is aware that the template for group home applications will render different results and cash flow scenarios, and will make such notes as part of the review process. Please request consultation of CD Division staff if necessary.
Question: If I need to offer additional information for my project or program that is not covered under the application questions in order to provide clarification for requirements, what should I do?
Answer: The application document Attachment L can be completed for both Projects and Programs (page 13 of the Master Application Section 3). You may also use this attachment if you need to clarify items from the Housing Production Worksheets, or submit an attachment for the Housing Production Worksheet and Label it HPA13. Please Consult CD Division staff if necessary.
