Underground Storage Tank Investigation - closed
The Lake County Stormwater Management Commission (SMC) is seeking proposals from qualified contractors and/or firms to perform the following services: 1) Identify the presence of underground storage tanks, and perform inspection and testing of any underground storage tanks located, 2) If necessary, development of abatement specifications and management of an abatement contractor for the removal of any underground storage tanks and associated materials.

Asbestos and Lead-Based Paint Inspection - closed
The Lake County Stormwater Management Commission (SMC) is seeking proposals from qualified contractors and/or firms to perform the following services: 1) Perform inspection and testing for the presence of asbestos containing materials and lead-based paint, 2) If necessary, development of abatement specifications and management of an abatement contractor for the removal of asbestos containing materials, and lead-based paint.

Bull Creek Restoration Project

The Lake County Stormwater Management Commission is now seeking sealed bids for the project designated as the Bull Creek Restoration Project. The project is located along Bull Creek, between Sheridan Rd. and the Union Pacific Railroad in the Village of Beach Park, Illinois.

The project consists of the restoration and enhancement of Bull Creek within the project reach and includes: the enhancement and installation of rock riffles to provide grade control and additional aquatic habitat; the installation of rock toe to stabilize eroding streambanks; the restoration of moderately eroded streambanks by re-grading and re-vegetating with native plant seed, native plant plugs, and erosion control blanket; the installation of rock checks to stabilize swales and gullies tributary to the stream channel; and, the installation of native plant plugs to stabilize a steep slope area. It also includes clearing and tree removal; the installation of temporary construction access routes and stream crossings; the installation of temporary soil erosion and sediment control practices; the implementation of an in-stream work plan; and, the management of vegetation throughout the project reach.

          Vegetation Management Requirements

A pre-bid meeting will be held at 10:00 a.m. local time on Tuesday, February 9, 2016, at the Village of Beach Park Village Hall, located at 11270 W. Wadsworth Rd., Beach Park, Illinois 60099. All prospective bidders are encouraged to attend and participate in the meeting. Immediately following the pre-bid meeting, each prospective bidder is encouraged to conduct an examination of the site and surrounding area to evaluate the local and site conditions that may affect the work.

Since the project reach lies almost entirely upon private property, site examinations outside of the period immediately following the pre-bid meeting will not be allowed without prior authorization of the Lake County Stormwater Management Commission. Prospective bidders interested in conducting an examination of the site outside of the pre-bid meeting shall phone or email the contact listed in the Invitation to Bid at least 24 hours in advance of their planned site visit in order to obtain authorization for such visit.

The Lake County Stormwater Management Commission will receive bids for the project until 10:00 a.m. local time on Friday, February 19, 2016, at the issuing office, the Lake County Stormwater Management Commission, 500 W. Winchester Rd., Suite 201, Libertyville, Illinois 60048, at which time, or as soon thereafter as possible, and at which place all bids will be publicly opened and read aloud. Instructions for submitting sealed bids are provided in the bidding documents.
